Value Proposition as a tool for value engineering for value delivery; a case study of the interior Ministry, an intentional non-parochial value recovery and delivery


The value proposition in government refers to the unique value that public services and policies offer to citizens and stakeholders
.

 Hon.Dr. Olubumi Tunji Ojo, the Minister of Interior Federal Republic of Nigeria, has been a game changer in government project delivery. Barely less than two years, of his administration, the IT Guru has laid his professional expertise on the altar of what I  referred to as “Intentional nonparochial value Recovery and delivery”.

The minister has been able to Initiate, Plan, Execute, and deliver value of major revolutionary projects in the Interior ministry that span: The Correctional Service Database Centre, Nigeria Immigration Technology Centre, and Electronics Gates at major international Airports.

Nigeria is part of the world with a low Project Management Maturity(PMM)  level, the ministry has changed the dynamics so that Nigeria can compete with the rest of the world in project value delivery. When we look at the quality of a successful project, we will be talking about, timeliness, meeting the stakeholder’s requirement, run within the budget limit. All these factors have characterized the projects under the supervision of Hon. Dr. Olubumi Tunji Ojo...

Recently, the team of the Interior Ministry Led by the Honorable Minister appeared before the joint committee of the  House of Assembly on the ministry’s matters for budget presentation and the assessments of the 2024 budget. It was full of praise for the ministry and the leadership.

The question is, how were they able to achieve these massive projects without stressing the federal government’s account?  The answer lies in “KNOWING WHAT TO DO TO DO THE JOB”.

The driver of the team, I mean the certified Hacker cum project Manager Hon. Dr. Tunji Ojo deployed his expertise in getting values from the contractors that have benefited immensely from government contracts related to the ministry’s projects. He did this by painstakingly studying the scope of the past project and he discovered that the project scope and the scope statement were not met. He did the needful under his professional supervision and monitoring, and the results were flying out like magic.

This is one of the advantages of appointing resources that are globally aware of current trends and updated technology.

I will suggest that the Federal government should study the Ministry of Interior’s Project Management Methodology and Operations so that it can be used as a template for other ministries to adopt for budget efficiency and value delivery.  VALUE PROPOSITION IS THE MAGIC. Here are some key applications:

1*Service Delivery*: Governments can enhance their value proposition by improving the efficiency and effectiveness of public services. This includes streamlining processes, adopting technology, and ensuring that services meet the needs of citizens.

2. *Public Engagement*: Involving citizens in decision-making processes can strengthen the value proposition. Governments can create platforms for public feedback and participation, ensuring that policies are responsive to community needs.

3. *Transparency and Accountability*: By being transparent about operations and decisions, governments can build trust. A clear value proposition that emphasizes accountability can enhance public confidence in government actions.

4. *Social Impact*: Governments can articulate a value proposition that focuses on social equity, public safety, and community well-being. This can include initiatives aimed at reducing poverty, improving education, and ensuring healthcare access.

5. *Innovation and Adaptation*: Emphasizing innovation in public policy and service delivery can create a compelling value proposition. Governments can adopt best practices from the private sector and leverage data to improve outcomes.

6. *Partnerships*: Collaborating with private sector organizations and non-profits can enhance service delivery and create additional value. These partnerships can address complex social issues more effectively.

7. *Crisis Management*: During emergencies (like natural disasters or public health crises), a strong value proposition centered on rapid response and support can reinforce the government's role as a protector of public welfare.

8. *Sustainability*: Governments can present a value proposition that includes commitments to environmental sustainability and responsible resource management, appealing to citizens’ growing concern for the planet.

9. *Economic Development*: Promoting initiatives that foster economic growth, job creation, and investment can enhance the value proposition, showcasing the government’s role in enabling a thriving economy.

By clearly articulating and delivering on its value proposition, government entities can better serve their constituents and improve overall public trust and satisfaction.

Principles of a Value Proposition

1. *Clarity*: The value proposition should be straightforward and easy to understand. It should clearly communicate what the product or service is, who it is for, and what benefits it provides.

2. *Relevance*: It must resonate with the target audience’s needs, desires, and pain points. Understanding the audience is crucial for developing a value proposition that meets their expectations.

3. *Differentiation*: The value proposition should highlight what makes the product or service unique compared to competitors. This could be through features, benefits, pricing, or customer service.

4. *Benefits Focus*: Rather than just listing features, a strong value proposition emphasizes the benefits that the consumer will derive from the offering. This includes tangible and intangible benefits, such as cost savings, convenience, or emotional satisfaction.

5. *Credibility*: It should be believable and substantiated. Providing evidence, such as customer testimonials, case studies, or data, can enhance credibility and trust.

6. *Conciseness*: The message should be brief and to the point, making it easy for potential customers to grasp the value quickly. A complex or lengthy proposition can lead to confusion.

7. *Emotional Appeal*: Connecting on an emotional level can strengthen the impact of the value proposition. People often make decisions based on feelings, so addressing emotional needs can be effective.

8. *Call to Action*: A good value proposition often includes a clear call to action, encouraging the audience to take the next step, whether it’s making a purchase, signing up for a newsletter, or requesting more information.

 Structure of a Value Proposition

A typical value proposition might follow this structure:

 *Headline*: A clear statement of the primary benefit.

 *Subhead line or Description*: A brief explanation of what you offer, for whom, and why it is useful.

 *Bullet Points*: Key benefits or features that support the headline.

 *Visual Elements*: Images or graphics that illustrate your offering or its benefits.

By adhering to these principles, businesses, and organizations can create effective value propositions that attract and retain customers or constituents.

When comparing value proposition projects to parochial interest-based projects, it's essential to understand their distinct focuses and objectives.

Value Proposition Projects

*Definition*: These projects are centered around delivering a clear and compelling value to a specific audience or market. Their primary goal is to address customer needs, solve problems, and create benefits that are relevant and meaningful.

*Characteristics*:

1. *Customer-Centric*: Focuses on understanding and meeting the needs of the target audience.

2. *Broad Impact*: Aims for widespread benefits that can enhance overall satisfaction and loyalty.

3. *Innovation and Improvement*: Often involves developing new solutions or improving existing offerings based on market research and feedback.

4. *Measurable Outcomes*: Success is typically evaluated based on metrics such as customer satisfaction, engagement, and return on investment (ROI).

5. *Sustainability*: Seeks long-term viability and relevance in the market.

 

*Examples*:

A government project aimed at improving public database system services to enhance the availability and accessibility of general and common data of Nigerians. This will help in budget and planning efficiency, crime reduction, apprehension of criminals, and forensic investigation.

We can take a cue from the Ministry of the Interior, led by the Honorable Minister, Dr. Olubunmi Tunji Ojo.

The  people of Libata in Ngaski Local Government Area of Kebbi State have commended 3 Cown Mining Company for providing amenities such as hospitals, scholarship, electricity and compensation to the community.


While briefing newsmen, the village head of Libata, Alhaji Usman Garba said the community has witnessed several developmental strides since the mining company, which specializes in Lithium mining commenced operation in the area.

"We were faced with illegal mining activities and other security challenges before they started operating in our community but today we are living in peace with them.


"They built schools, N90m hospitals, train our children, give hajj seats to 40 people and as well provides scholarships to 50 of our youths in various universities", he said. He added that Governor Nasir Idris's directive to regulate activities of miners in the state has also helped to bring sanity and peace to the community.



The Libata Community Development Committee's public relations officer, Yusuf Muhammed in his remarks said the mining company in its resolve to bring peace to the area also agreed to pay five percent of whatever it gets to the community. "Government has also provides security for us here", he said.


Chairman of the land owners in the community, Rilean Yahaya Libata said they were fully paid compensation for the land acquired by the company before it started operating in 2023. "They are  enrolled our children in the universities and paid N250,000 to each of them. They pay us five percent of what they get as compensation and  some portion of the land to mine as well ", he said.



The site engineer for 3 crown mining company, Danjuma Arzika Jega said the company has been operating peacefully in the area. We paid salaries to over 150 people including community leaders and  religious leaders in the community. He said the company has also decided to upgrade electricity for the people to enjoy while it has embarked on construction of roads to link Kebbi with Niger State from the area of the community.

The National Union of Kebbi State Students, NUKESS, has expressed profound gratitude to the Governor of Kebbi State, Comrade, Dr. Nasir Idris, Kauran Gwandu, for his unwavering commitment to the welfare of students and the development of education in the state.


At a News briefing in Birnin Kebbi on Wednesday, the National President of NUKESS, Comrade Isah Suleiman Libata, acknowledged the Governor's approval of ₦585,416,690.00 for the payment of tuition fees for Kebbi State students studying at Subharti University, GD Goenka University, and Kalinga University in India.


Libata described the gesture as a testament to Governor Idris' commitment to making education a cornerstone of Kebbi State's development, also recognising the transformative initiatives introduced by his administration since assumption of office.


This includes the approval of ₦967,000,000.00 in 2024 to provide domestic scholarships to all Kebbi State students in tertiary institutions throughout Nigeria.


 Consequently , the action has made education completely free for students in Universities, Polytechnic, Colleges of Education and other institutions.


Similarly, the Governor has declared free education at the basic level, providing modern learning materials, improving infrastructure, and covering WAEC and NECO fees for SS3 students in the state.


 These efforts have significantly enhanced access to quality education at the primary and secondary levels.


In addition, when Kebbi State female students under a non-governmental organization’s scholarship faced funding challenges in India, Governor Idris swiftly intervened by approving funds for their tuition, upkeep, and other expenses, demonstrating his inclusive and compassionate leadership.


Furthermore, ₦700,000,000.00 was allocated earlier in 2024 to cover tuition and upkeep for students in Subharti University, GD Goenka University, and Kalinga University, avoiding any   interruption in their academic calendar.


Governor Idris also approved ₦100,000,000.00 for the tuition and upkeep of Kebbi State students studying at Ain Shams University in Egypt,  reflecting his commitment to supporting students abroad.


The NUKESS President called on students to remain committed to academic excellence and personal conduct, urging them to be good ambassadors of Kebbi State and contribute meaningfully to its growth.

The Emir of Yauri,Dr Muhammad Zayyanu Abdullahi, has announced plans by the Emirate to upgrade the annual Rigata Festival in the ancient town to international standard this year.


While addressing journalists in Birnin Kebbi on the Rigata cultural festival, the emir's representative who also doubles as the vice Chairman of the committee,Alhaji Abubakar Saidu Yakubu Abarshi Ubandoman Yauri said the festival scheduled to hold from 13th to 15th of February this year would be fine tuned

and upgraded to mert international standard.

He  said the publicity committee have identified grey areas which failed to give the festival held last year the glamour, and  standard to meet global target . " We have itemized the problems and we are working to erase them completely to make it  tourists friendly festival", he said.


The committee also decried poor publicity for  festival last year.  He said "This is why we are seeking media collaboration and partnership because the press are critical stakeholders in  the propagation of the festival which has now became international".


He added that the Ritaga Festival is an annual cultural festival to showcases the rich culture of Yauri Emirate Kebbi State and upon its elevation to international standard, foreign tourists are expected in Yauri to boost the state image and revenue.

21st of January will witness the fidau prayer of Alhaji Abdul-Rasheed Tijani Adeleke, MD\CEO Al-Irshad Travels and Tours Ltd who died Monday, 13th, 2025.

According to a statement shared with this medium, and signed by his media aide, Jide Alabi, he said, “The 8th-day fidau prayer of Alhaji Abdulrasheed Adeleke (MD/CEO AL IRSHAD TRAVEL AND TOURS LTD) will be held on Tuesday 21st of January 2025 at Gbadamosi Eletu Street, Osapa London Eti-Osa, Lekki Lagos by 10:00am.”

Al-Ishad as he was fondly called died in the evening of Monday, early this week, and was taken to Osogbo, in Osun State, his home town for burial on Tuesday, 14th, January 2025.

Abdul-Rasheed Adeleke has been buried according to Islamic rite, he was survived by his mother, wife, children, and siblings.

The National Information Technology Development Agency (NITDA) has reaffirmed its commitment to driving Nigeria’s information technology sector to global recognition despite numerous challenges. The agency’s regulatory strides, strategic innovations, and impactful partnerships are paving the way for sustainable ICT growth, economic diversification, and enhanced digital literacy across the nation.


In a press statement issued by Omoba Kenneth Aigbegbele, Executive Secretary of Citizens Watch Advocacy Initiative (CWAI), and President of the Guild of Civil Societies and Media Executives for Equity, Justice, and Transparency in Nigeria (GOCMEJ), the organization lauded NITDA’s transformational leadership under Kashifu Inuwa Abdullahi, CCIE. The statement highlighted the agency’s proactive reforms and paradigm shift, emphasizing transparency, accountability, and good governance as central pillars of its renewed operational framework.


“NITDA has strategically repositioned the ICT sector by fostering innovation, enhancing policies, and creating an enabling environment for techpreneurs,” Aigbegbele noted. “Its collaborative partnerships with global tech giants like Cisco, TikTok, and international institutions, including the World Bank, African Development Bank, and USAID, have strengthened Nigeria’s digital economy, widened access to digital literacy, and empowered the youthful demographic.”


Key to these efforts is the establishment of a National Public Key Infrastructure (PKI), a foundational electronic signature framework developed using international best practices and significant investments in technology infrastructure. This initiative aligns with NITDA’s Strategic Roadmap and Action Plan (SRAP) 2.0 (2024–2027) and supports the federal government’s Renewed Hope agenda for digital transformation.


CWAI praised NITDA for its forward-thinking initiatives in cybersecurity awareness, data privacy advocacy, and the creation of a robust IT policy environment that protects users from malware and hackers. “Through aggressive sensitization, the agency educates Nigerians on best practices for data protection and safe technology usage,” Aigbegbele said.


The organization also acknowledged NITDA’s role in skill development and youth engagement, citing programmes that expose Nigerian tech talents to global innovation platforms and exchange opportunities. By partnering with entities like the FCT Universal Basic Education Board and state governments, NITDA is cultivating a pool of globally competitive digital professionals.


“Despite power supply issues, regulatory duplications, and other industry challenges, NITDA’s leadership has boosted investor confidence and positioned the country’s tech industry on a growth trajectory,” the statement added.


CWAI concluded by urging stakeholders to support NITDA’s vision for a dynamic digital ecosystem that fosters entrepreneurship, women’s empowerment, and MSME growth. Lagos State House of Assembly Speaker Mudashiru Obasa remains at the center of a storm of corruption allegations that have plagued his tenure. Critics, anti-corruption groups, and opposition leaders have accused him of financial mismanagement, extravagant spending, and abuse of office, yet no substantive action has been taken against him.


Recent reports by People’s Gazette revealed that the Lagos State House of Assembly, under Obasa’s leadership, spent over ₦43 billion on "back-up vehicles for honourable members" between January 2023 and the third quarter of 2024. This expenditure, part of a larger ₦90.5 billion disbursed for questionable projects, has raised concerns among Lagos residents about the state’s priorities amid widespread economic hardship.


Budget documents shows the Assembly spent ₦30.1 billion on vehicles in 2023 and ₦13.3 billion in the first three quarters of 2024. Critics argued that these sums, which equate to roughly ₦1.1 billion per lawmaker, were frivolous.


Obasa has faced allegations of corruptions since early in his tenure, including reports of owning over 60 bank accounts used to misappropriate public funds. In 2019, People’s Gazette reported that Obasa conducted suspicious foreign exchange transactions totaling $2.4 million (₦1.1 billion). These funds were allegedly funneled through personal accounts and mutual fund investments.


In October 2020, the Economic and Financial Crimes Commission (EFCC) invited Obasa for questioning over allegations of fraud. Despite evidence of financial impropriety, including allegations of inflated contracts and misappropriated Assembly funds, the EFCC has yet to take decisive action. Protests led by civil society groups like the Civil Society Network Against Corruption (CISNAC) demanding accountability have yielded little progress.  


Obasa has consistently denied the allegations. Speaking at a recent plenary, he dismissed claims of spending ₦17 billion on constructing a gate as "spurious and funny." He also refuted allegations of spending ₦200 million on a nonexistent thanksgiving service, attributing the accusations to political fear-mongering ahead of the 2027 elections.


However, critics have dismissed these defenses as self-serving. A 2020 House panel, composed of Obasa's allies, cleared him of wrongdoing—a decision labeled a “kangaroo judgment” by anti-corruption advocates.  


Prominent anti-corruption campaigner Olanrewaju Suraju has urged the EFCC to act on the mounting evidence against Obasa, warning that his actions undermine legislative independence and public trust. “These revelations justify the urgent need for mechanisms to enforce probity and accountability in public office,” Suraju said.  



Despite the scandals, Obasa appears untouchable, with analysts attributing his survival to political connections and an entrenched culture of impunity. As Lagos State prepares for the 2027 elections, the Speaker’s continued tenure symbolizes a broader challenge of corruption and governance in Nigeria’s political landscape. 


Observers now await further developments as pressure mounts on anti-graft agencies to act decisively. For Lagos residents, however, the scandals highlight a troubling disconnect between political leadership and the needs of the people.

The Lagos State Police Command has arraigned Stella Nwadigbo, aged 45, for indecent treatment and assault of a child.


The suspect, who was arraigned in Magistrate Court 1, Ogba today, January 9, 2025, had been captured in a viral video indecently treating and assaulting a three-year-old pupil of a primary school in Ikorodu area of Lagos State. 


Following receipt of the video, the Family Support Unit (FSU) of Ikorodu Police Division promptly arrested the suspect on Wednesday, January 8, 2025 and transferred her to the Gender Unit of the Command Headquarters same day after preliminary investigations. The victim was taken to a medical facility for adequate medical attention. 


The suspect has since been remanded to Kirikiri Correctional facility till February 18, 2025 when the case comes up for continuation of hearing. 


The Commissioner of Police, Lagos State Command, CP Olanrewaju Ishola, psc(+), mnips, while commending Nigerians for promptly alerting the police to the situation, assures them of the ever-readiness of the Command to respond quickly and appropriately to situations towards ensuring the safety and security of resident and visitors to Lagos State.

The group lauded the general public for their love and prayers for Alhaji Oriyomi Hamzat displayed during a recent peaceful demonstration held at Ibadan for the release of Alhaji Oriyomi Hamzat and others in custody. 


The Oriyomi Hamzat fans USA and Canada stated that as the law enforcement agents continue their statutory work, it seeks for the release of the benevolent and philanthropist, Alhaji Oriyomi Hamzat and others in continued detention knowing fully that they are not the direct cause of the stampede in Ibadan as they had good intentions which was to put smiles to hundreds of families towards last year's yuletide season. 


In a statement released by the two  coordinators of the Oriyomi Hamzat Fans USA and Canada, 

Mrs Toyosi Oladipo and Mrs Rashidat Aina, they  commiserated with the families of the victims in the stampede that occurred on December 18th, 2024, where children lost their lives and prayed for the repose of the departed children, adding that due diligence should be done by the judicial system and Alhaji Oriyomi Hamzat, and others should not be unnecessarily punished for their good intentions and heart of kindness even as the law continue to take its course. 


“The fans of Oriyomi Hamzat US and Canada Chapter recognize that it is such a tragedy for the nation and the residents of Oyo State to lose such young children who have their future before them. This is a significant loss for us and we pray that God in His infinite mercies will grant the departed souls eternal rest. May God give their families the fortitude to bear these irreparable, while we wish those that were admitted into the hospital a speedy recovery.

Speaking during the first Holy Ghost Night of the Year today, January 4, 2025, Adeboye addressed the matter within his teeming congregation with a beaming smile. 


The controversial image, which surfaced in late December, depicted the holiness preaching man of God dressed in Islamic attire and seemingly in Mecca, Saudi Arabia, sparking widespread reactions online.


This image initially circulated on X (formerly twitter) was accompanied by the caption, “Pastor Adeboye may Allah guide you to the right path,” garnered significant attention, with over 3.8 million views, 1,500 reposts, 1,800 comments, and 4,000 likes as of December 22, 2024.


While he was addressing the growing presence of mockers, he predicted that many would not survive the year.


In his characteristics humble nature, he acknowledged the AI-generated image of him as an alhaji, remarking, “I’m sure many of you saw that picture showing me as an alhaji.”


Daddy Adeboye or Daddy G.O as he's fondly called had prophesied in his annual crossover night programme of 2024 that mockers will be on the rise and will intensified their mocking business but, unfortunately, many of them won't be able to survive the year 2025.

The Onpetu of Ijeruland, Oba Sunday Oyediran, has called on the government and indigenes of Oyo State to uphold the state’s slogan, "The Pace Setter," by championing the promotion of Yorùbá culture and traditions.


The monarch made this appeal during the inaugural World Headdress Day celebration held on Saturday, December 28, 2024, at the Single Tennis Court, Lekan Salami Sports Complex, Adamasingba, Ibadan.


Speaking at the event, Ọba Oyediran highlighted the richness of Yoruba culture and its potential to inspire pride among its people and beyond. “Yorùbá culture and tradition are beautiful enough for us to be proud of. Let us go back to it and promote it to the world,” he said. He urged Oyo State to take the lead in promoting culture across Nigeria.


The event, organized by the Ọmọ Yoruba Atata Socio-cultural Initiative (ỌYÀSI), founded by Olawale Ajao, brought together cultural enthusiasts, government representatives, and notable personalities to celebrate the significance of headdresses in Yorùbá and global cultures.


In his goodwill message, the Oyo State Commissioner for Culture and Tourism, Dr. Wasiu Ọlatunbọsun, who represented Governor Seyi Makinde, pledged the government’s support for the initiative. He noted the economic and cultural benefits the annual celebration could bring to Oyo State and Nigeria as a whole. “Yorubas, including people of other cultures, should make use of their natural endowments to benefit themselves and the world,” he said.


A world-renowned Islamic preacher, Sheikh Taofeeq Akeugbagold, in his lecture, emphasized the need for peaceful coexistence despite religious differences. He stated, “Islam is a religion of peace, and Allah deliberately allows all religions to exist. For God to permit diversity, He definitely has His reasons.” He further urged Nigerians, especially Yorùbá people, to embrace their culture, warning that abandoning one’s traditions invites calamity.


Similarly, Dr. Samuel Kayode Olaleye from the Department of Religious Studies, University of Ibadan, underscored the multifaceted importance of headdresses in Yorubaland. Represented by Taiwo Fatosin Awosola, Dr. Olaleye explained that beyond mere adornment, Yorùbá headdresses hold spiritual, social, and even medical significance.


He said, “In Yorùbáland, if a pregnant woman has difficulty during labor, placing her husband’s cap on her head can help her deliver without medical intervention. This practice can inspire scientific innovation to aid childbirth globally.”


He also highlighted the potential of headdresses in other areas, including their development into tools for modern warfare.


In his address, the convener of the World Headdress Day and ỌYÀSI Chairman, Olawale Ajao, elaborated on the significance of headdresses in Yorùbá culture. He announced plans to spotlight the importance of headdresses in other cultures in subsequent editions.


Ajao also appealed to UNESCO to officially recognize the celebration and designate a global day for headdresses, emphasizing their cultural and historical importance across diverse ethnic groups.


Distinguished Personalities Grace the Event


The event was chaired by Mrs. Deborah Adefunke Awoyale, CEO of Deborah Adefunke Nigeria Ltd. Other notable attendees included Mrs. Taiwo Adedayo, Managing Director of Alaroye Newspapers and Online TV; Mr. Bola Ogunlayi, former Secretary of Oyo State Council of NUJ; Alhaja Iswat Ameringun, the Iyalọja of Ìbádánland; and Ambassadors Taiwo and Kehinde Oguntoye, Africa’s most famous twins.


Cultural groups, including Ẹgbẹ́ Ọbìnrin Ọòduà Àgbáyé led by Erelu Ajibola Adewumi, and other dignitaries, lent their presence to the colorful celebration, which highlighted Yorùbáland’s vibrant cultural heritage.
