Nigeria election project, is it managed
professionally? Does this project have Election Project Management Plan? Do
the project managers understand the Enterprises Environmental Factors?
If we could recall, we have been postponing election
in Nigeria for the past few years now; this shows that there is a gap somewhere
in the process and the conduct of the elections.
This brings me to ask these questions: Is there any
document of the past failure in the election process and the conduct? Lesson
learned is important in project management, documenting failure in the
procedure and the process of the past projects is more important than documenting
successes. This document should be part of documents to be reviewed before
embarking on such project in the future. This is one of the things INEC has not
been doing that has led to same procedural failure.
Accessing the level of compliance with project
management plan at every stage of the project gives the project manager
indications from the dash board of the project. If INEC has been in control of
the project, it could have known the possibility of not going to meet up with
the timely delivery of the materials before the time of the announcement, which
was a wrong timing for a professional.
Our culture in this part of the world is that we
don’t review where we failed. As soon as the hot Issues are cooled, no more
revisits until such problems arise.
Do INEC
have think tank team that brainstorm on issues?
Where is
the Risk Management Team of the commission?
Is there document that contain the Quantitative
and Qualitative Risk Analysis of the project?
Where
are the strategies to mitigate eventualities? Do they do justice to “What if scenario”?
Having listened to the address of the INEC chairman
Professor Mamud Yakubu, I can conclusively conclude that INEC as a commission
needs project management skill.
Project management skill is indispensable in delivering
project deliverables.
